SURGE: Scaling Up Resilience in Governance by: Jose Allan S. Bartolo




San Jose, Antique --SURGE: Media Practitioners in the province of Antique from Print, Broadcast and TV gathered for Media Coordination Meeting. This is in line with the Scaling Up Resilience in Governance. This is a preparatory activities for SURGE Media Advocacy and Participation Training on Disaster Risk Reduction involving the Tri-Media organizations. Professor Jorge S. Ebay Focal Person and from the University of the Philippines Visayas Foundation expressed optimism for an active Media Participation in the Upcoming Activities.

Scaling Up Resilience in Governance (SURGE) Project aims to increase resilience of High-risk communities in the Philippines. It extends inclusive community-based disaster risk reduction (ICBDRR) to more  communitites and advocates improvements in disaster risk management policies and practices.

ANTIQUE’S CHILDREN BENEFIT FROM BUB. These children from Bugasong, Antique are now going to a newly-constructed day care center in Brgy. Ilauod amounting to P755,000 from DSWD-BUB project.

Community projects reach P56.3M
COMMUNITY projects implemented under the Department of Social Welfare and Development Bottom-up Budgeting program have reached P56.3 million in cost.
Records of DSWD regional office shows that of the amount, P34.7 million was disbursed for Iloilo Province; Aklan, P6.3 million; Capiz, P4 million; Negros Occidental, P4 million; Antique, P3.6 million; and Guimaras, P3.5 million.

BUB is an approach to the preparation of the agency budget proposals, taking into consideration the development needs of the cities and municipalities as identified by their respective local poverty reduction action plans that are formulated with the strong participation of basic sector organizations and other civil society organizations.


This strategy is implemented in pursuit of attaining the Philippine Development Plan’s goal of inclusive growth and poverty reduction and promoting good governance at the local level.
In Iloilo Province, projects include construction of day care centers, drainage canal, crisis centers for women and Children in Conflict with the Law (CICL); road concreting, construction of drainage canal, and provision of learning materials on Early Childhood Care and Development (ECCD).


In Aklan, projects are construction of day care centers and improvement and concreting of roads.
In Capiz, these are construction of day care centers and provision of materials on ECCD.
In Negros Occidental, projects are construction of day care centers, Persons with Disability Affairs Office (PDAO) and crisis center and communal irrigation system. office of Person


On the other hand, projects in Antique are construction of day care centers, provision of ECCD materials, provision of sewing machines, and a livelihood project on motorcycle spare parts and lubricants.
In Guimaras, projects are construction of day care centers and crisis center for women and children.


BUB is jointly implemented by the national government in partnership with the LGUs, specifically the Department of Interior and Local Government, Department of Budget and Management, National Anti-Poverty Commission, Bureau of Fisheries and Aquatic Resources, Department of Environment and Natural Resources, Department of Health, Department of Labor and Employment, Department of Education, Department of Labor and Employment, DSWD, Department of Trade and Industry, Department of Tourism, National Economic Development Authority (NEDA), National Irrigation Authority, National Commission on Indigenous People Technical Educations Skills Development Authority, Department of Energy and National Electrification Administration.

Noong nagbabalak po kayong tumakbo bilang pangalawang Pangulo at bumisita sa Bugasong Antique, sa kabila na di umano’y Taga Panay si Mar Roxas ay buong lakas kung ipinasigawan sa Microphone ang iyong pangalan sa Bugasong Municipal Gym ako ang Emcee Noon, ngayon naalala mo? “ Ang susunod na Pangalawang Pangulo ng Bansa, Ang Barack Obama ng Pilipinas Jejomar Binay” at hayun nanalo ka nga.
Alam mo, hindi pa alam nang taumbayan ang Totoo sa Buhay mo at sa Pamilya mo. Hindi pa namin noon nalaman ang iyong hindi maipaliwanag na yaman. Halos pala ginawa ng Pamilya Binay na Korporasyon ang Makati.
Ganyan kayo sa Makati at balak mong Gawin sa Buong Bansa?
Kritikal ako sa Aquino Administration, marami akong nasasabi laban sa Administrasyon Lalo sa DBM at DSWD nakaka pag post ako sa Page ng Pangulong Nonoy Aquino nang aking saloobin tungkol sa mga biktima ni ST Yolanda (Haiyan)
Ikaw, nagtatanong ka tungkol sa Pabahay??? di ba yan ang Ahensiyang hinahawakan mo bago ka bumitiw sa Kabinete? Kung susuriin lang nang Gobyerno may malaking “Bomba” silang malalaman, mula sa pagbili ng Lupa? Hanggang Sa pag award ng Kontratista o Developer
VP Binay hindi Bobo ang mga tao sa kanayunan ngayon.
Asar man ako sa Administrasyon na ito pero ito lang ang Administrasyon na hinubaran ang mga kurakot at ikaw kasama na ang pamilya mo doon.
VP BInay hindi ka pala Barack Obama ng Pilipinas eh?
